The applicant is requesting a DA permit to fill and relocate approximately 4,550 linear feet of an old channel of Henderson Creek to improve irrigation efficiency at the project site. A new channel that will total approximately 5,400 linear feet would be created on-site to replace the existing tributary. Fill for the existing tributary will come from the excavation of the new channel and surrounding crop field. The existing channel has a riparian buffer that consists of trees, shrubs, and grasses that at the narrowest point extends 30 feet from the channel and at the widest point extends over 150 feet from the channel.

The applicant requests a time extension and change in use authorization to construct four apartment complexes, detention pond, parking areas, walking paths, and green spaces, instead of an originally proposed commercial area. An original permit was authorized on 11 April 2027 for the construction of an apartment complex and areas for commercial development. This new application proposes a change in use from the commercial development at the north of the property to residential development. Additionally, two commercial developments that were authorized, but not built within the original permits time frame, are being proposed with this new application as a time extension. All proposed impacts in the new application were mitigated for in the original authorization, and no new impacts are proposed. The proposed activity change from commercial to residential development would impact approximately 1.83 acres of wetlands previously mitigated for and authorized for fill.

The applicant requests authorization to clear, grade, and fill jurisdictional wetlands for the construction of the White Castle Energy Hub (WCEH) facility and the associated natural gas and brine pipelines and meter station required for facility operations. The applicant is proposing to permanently fill 5.80 acres of forested bottomland hardwood wetlands for the construction of the meter station and limestone access road. The applicant is proposing to convert 27.0 acres of bottomland hardwood wetlands to emergent wetlands for the establishment of a permanent pipeline right-of-way (ROW). Additionally, the applicant is proposing to temporarily impact 18.12 acres of jurisdictional wetlands for the establishment of a temporary workspace for project construction. The WCEH facility will store natural gas to support industrial and energy development projects throughout Louisiana.

The proposed project includes construction of a T-Wall in front of the existing Cousins Pump Station, a gate crossing at Texaco Road that will connect to the previously constructed Ellington Levee Project, and associated infrastructure. The project also includes construction of a sump area on the protected side of the levee to increase stormwater detention capacity and improve drainage of the Lakewood Ridge, Lagatutta Estates, and South Lakewood subdivisions.

This public notice describes the proposed establishment of a wetland mitigation bank in Illinois.

The purpose of this project is to restore the area's natural hydrology and native plant communities. The restoration will involve disabling the existing subsurface drainage systems to re-establish historical wetland conditions. The goal is to create a diverse habitat consisting of fresh wet meadow, shallow marsh, deep marsh, and native upland prairie and forest. This will improve water quality, increase habitat connectivity, and restore the site's ability to retain water. The project is sponsored by the Minnesota Board of Water and Soil Resources (BWSR) in partnership with the landowner, Tim Donelan.
