The applicant is requesting a DA permit to discharge approximately 175,168.73 cubic yards of fill material into approximately 12.56 acres of palustrine forested wetlands for the construction of a 4-lane divided roadway with paved shoulders, drainage swales, and pedestrian walkways on both sides of the road. The purpose of the proposed roadway is to connect the First Coast Expressway and State Road 16 to appease traffic and alleviate safety concerns within the area.

Interested parties are hereby notified that the U.S. Army Corps of Engineers (USACE), Wilmington District has received information from the North Carolina Department of Transportation (NCDOT) regarding a potential future requirement for a Department of the Army (DA) permit pursuant to Section 404 of the Clean Water Act (33 U.S.C. 1344). The purpose of this public notice is to solicit comments from the public and information necessary to evaluate the probable impact on the public interest regarding the proposed activity as described below and as shown on the enclosed drawings. State Transportation Improvement Project (STIP) U-5791 located in the northeastern portion of the City of Jacksonville in Onslow County, between Western Boulevard (NC 53) and US 17 adjacent to Jacksonville Commons. The project length is approximately four miles.

The applicant is requesting a DA permit to fill 79 acres of wetlands to construct a commercial and industrial development that would support the Charleston International Airport. The development would allow existing non-aeronautical facilities currently occupying aviation-support areas to be relocated, thus freeing up valuable airport property for future aeronautical needs. The Charleston International Airport has a continuing demand for expansion as a result of increasing tourism to the local area, population growth in the Tri-County area, and ongoing expansion of existing airport tenants such as Boeing.

To excavate and place 475 cubic yards of fill within a 6,400 square foot disturbed salt marsh area for the construction of a paved access road to provide entree to a proposed single-family residence within an upland area.

The applicant is requesting a DA permit to excavate 19.6 acres of wetland for the expansion of the Deerfield Sand Mine.

The project has been identified for the purpose of providing in-kind mitigation for unavoidable stream and wetland impacts. Permits will be obtained from the NC DWR and USACE to restore waters of the US as well as soil and erosion control permits. The project encompasses 21.7 acres of active pastureland, including the protection, enhancement, preservation, or reestablishment of approximately 10.223 acres of riparian wetlands, and restoration of 4,516 feet of stream.

Glen Raven, Inc. proposes to remove the Ossipee Mill Dam and restore lotic conditions to approximately 13,800 linear feet of Reedy Fork. The dam has disrupted sediment transport, degraded water quality, and blocked fish and aquatic species passage since at least 1855. Removal will reconnect Reedy Fork to 260 miles of upstream and 82 miles of downstream aquatic network. The project will also permanently protect the dam footprint and 445 linear feet of adjacent riparian frontage on Glen Raven's property through a conservation easement extending 100 feet from the stream bank, with restoration plantings of native riparian vegetation.

Public Notice for Black Boar Mitigation Bank proposal.

The proposed project was previously advertised via public notices dated October 30, 2014, and July 15, 2017. However, those proposals were withdrawn. Based on coordination and review associated with the previous proposals, including several draft Mitigation Banking Instruments, the applicant has provided information for this public notice beyond the requirements of a Mitigation Bank Prospectus and commensurate with an MBI. Therefore, the submitted document titled Mitigation Banking Instrument, Tippen Bay Wetland Mitigation Bank will be reviewed under the Mitigation Bank Prospectus phase. The overall goal of the Tippen Bay Wetland Mitigation Bank is to provide appropriate compensatory mitigation for Department of the Army permits through restoration and enhancement of wetland ecosystems and associated upland buffer habitats across 946.6 acres. This will be accomplished through hydrologic improvements, invasive species management, and native vegetation plantings.

According to the applicant, this project will include a conservation easement area that is estimated to be approximately 35.50 acres. The Chunk Mitigation Site proposes to restore approximately 6,300 linear feet of stream (valley length). Stream restoration efforts are designed to restore a braided, D-type stream system in a low-gradient valley and will be conducted using the Coastal Plain guidelines (USACE et al. 2007). Where it enters the Site, the stream will be diverted from its current ditched location into a historic topographic valley that was identified by QL2 LiDAR (Figure 6, Appendix A) and verified during field investigations. Restoration of the riparian buffers will create an uninterrupted wooded corridor for wildlife. All project assets will be placed under conservation easement that will be protected in perpetuity with the State of North Carolina (NCDEQ Stewardship) who will serve as long-term manager for the mitigation property.
